Since the adoption of the Energy Policy Act of 1992, manufacturers are required to produce only water conserving toilets. Ultra Low Flow Technologies were designed to meet the requirements of the Energy Policy Act however, they have not met consumer needs and expectations, and have failed to deliver significant savings. It's a known fact that double-flushing uses more water and irritates consumers. The reason for this is that Ultra Low Flow products are based on the forced restriction of water flow as a means to conserve water. This is a problem because Ultra Low Flow products are frequently not compatible with most facilities' water delivery systems (those built before 1996). Most water delivery systems were designed with pre-set water flow levels in mind, and reducing water flow below these minimum levels leads to poor performance.
